4. This is effected by provisions that the ship shall be forfeited if the Master fails to produce a Certificate from the Emigration Officer that she has been inspected by him, and a copy of the Regulations to which the Master is bound to conform; or if the Master fails to produce these papers to any of the above Government Officers who may require it; or if such Government officers find that the regulations have not been observed.
5. This incidentally serves to secure that any fraudulent representation respecting the intended length of a voyage, whether made to the Emigration Officer or the Captain of a passenger ship, should be capable of detection.
